After almost one year of discussion and revision, the State Council, orChina's cabinet, Wednesday started soliciting public submissions on the secondversion of the much-discussed draft regulation on expropriation of houses onstate-owned land and compensation。

在經過近一年的討論和修改後，國務院本週三開始就廣泛熱議的《國有土地上房屋徵收與補償條例(第二次徵求意見稿)》公開徵求社會意見。

在上面的報道中，expropriation of houses就是“房屋徵收”，也有報道用houseexpropriation來表示，指為了保障國家安全、促進國民經濟和社會發展等公共利益的需要徵收房屋。Expropriation的意思是“政府或權力機構徵用，沒收(私有財產)”，動詞形式為expropriate，例如，expropriateland for a public park(徵地建公園)，expropriate someone from hisestate則是“沒收某人的財產”。

在徵收房屋的過程中有時住户不願合作，拒絕搬遷，這類住户被稱為nailhousehold(釘子户)。英文裏有個類似的表達，叫做holdout。為了拔除釘子户，可能就會發生forced demolition andrelocation(強制拆遷)並可能釀成慘劇。
